Request for Proposal (RFP)

A non-compulsory pre-proposal RFP briefing will be conducted via Microsoft Teams on the 18 February 2022, at 14:00 for a period of ± 2 hours. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late.

“Registration of Prospective Bidders Form” for the briefing session attendance by 16 February 2022 to allow AEMFC to plan for the virtual briefing session

The following section details the scope of work and requirements of AEMFC proposal.

  • 5 KVA Diesel Operated Genset;
  • 1500 RPM;
  • 110/230 V @ 50HZ (47/23 A);
  • Mast: Light towers of at least 6 meters long and can rotate through 340˚;
  • 4 x 300-350W LED;
  • 120-150 litre fuel tank capacity;
  • Automatic shutdown (no fuel / no oil / no water);
  • The floodlights to have brackets enclosing the batteries to prevent batteries being stolen;
  • The bidder must provide per mobile lighting plant (spare tire, outriggers, Fire Extinguishers);
  • Equipped with Emergency stop facility;
  • Equipped with Isolation and lock out facility;

“Registration of Prospective Bidders Form” for the briefing session attendance by 17 February 2022 to allow AEMFC to make arrangements for the virtual briefing session.

  • The following section details the scope of work and requirements of AEMFC but is meant as an initial guide for the proposal.
  • AEMFC is looking for a comprehensive and best practice solution to implement a software solution to automate AEMFC’s project management portfolio processes.

 

  • Budget tracking (IRR, Payback, ROI, ROE);
  • Schedule Tracking;
  • Central repository: Ability to manage multiple portfolios separately with roll up feature for an organization view;
  • Document Management;
  • Ability to perform “if-then” analysis by portfolio;
  • Track Projects from ideation to implementation;
  • Allow for Project prioritization;
  • Track post-project evaluation and lesson learned data;
  • Allow project team collaboration (internal and external users(;
  • Resource capacity tracking / planning;
  • Real time status dashboard;
  • Automation of repeatable projects and task;
  • Configurable project templates;
  • User friendly communication through the application or easy downloads to email for communication purposes;
  • User friendly : it needs to be flexible enough so that groups that have small projects do not find using it burdensome while groups that handle large construction projects will find it comprehensive enough;
  • Ability to include photos, if they are applicable to the project;
  • Link to AEMFC’s current and future IT Systems;
  • Link to any post-project digital files (e.g. as-built drawings, reports);
  • Easy report capabilities (i.e. report templates are *easy* to configure);
  • Gant Charts;
  • Flexible enough to deal with a range of types of projects, (e.g. IT projects are very different from construction projects;
  • Email reminders when due dates are approaching;
  • Approval workflows;
  • In- Systems communication capability
  • Task assignment and editing capabilities;
  • Track quantities and cost;
  • Ability to modify quantities; and
  • Adaptable to arising AMEFC Projects requirements.

A compulsory pre-proposal RFP briefing will be conducted via Microsoft Teams on 26 November 2021, at 11:00 am for a period of ± 2 hours. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late.

All interested bidders must register their interests by completing the “Registration of Prospective Bidders Form” that will be attached on the advertisement and return to This email address is being protected from spambots. You need JavaScript enabled to view it. by 24 November 2021 to allow AEMFC to make arrangements for the virtual briefing session.

Bidders are expected to fill in and sign the “Certificate Of Briefing Session Attendance” during the briefing session together with the signature of the AEMFC representative. The signed form shall form part of the tender submission. Failure of a bidder to submit the certificate before tender closing will make the bid to be non-responsive.

Any organization wishing to bid must send at least one representative but not more than two representatives per bidder. A Consortium or Joint Venture must be represented by at least one of the Consortium or Joint Venture members.


A compulsory pre-proposal RFP briefing will be conducted via Microsoft Teams, on 25 November 2021, at 11:00 am for a period of ± 2 hours. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late.

All interested bidders must register their interests by completing the “Registration of Prospective Bidders Form” that will be attached to the advertisement and returned to This email address is being protected from spambots. You need JavaScript enabled to view it..

Failure to submit the “Registration of Prospective Bidders Form” for the briefing session attendance by 23 November 2021 will lead to the bidder not being able to attend the RFP briefing.


An RFP briefing will be conducted via Microsoft Teams on the 04 November 2021, at 10:00am for a period of ± 2 hours. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late.

All interested bidders must register their interests by completing “REGISTRATION OF PROSPECTIVE BIDDERS FORM” that will be attached on the advertisement and return to This email address is being protected from spambots. You need JavaScript enabled to view it. by 02 November 2021 to allow AEMFC to make arrangements for the virtual briefing session.
